Wikileaks: Lee Kuan Yew said about Vietnam?

A new diplomatic telegrams on the site Wikileaks revealed that former Prime Minister of Singapore Lee Kuan Yew has said that Asean should not have received in Vietnam, Laos, Cambodia and Burma as a member in the 90 .
